I'm only asking because I ran into this issue a couple of days ago when I was replacing my current 3DS roms with US/non-scene clean dumps and ran into the same issue. But it was resulting from me using the former rather than the latter bat file. WebNvm it was just my antivirus preventing it, I disabled it for a little bit and it worked. It's honestly easier to use your real console with GodMode9 to decrypt .cia files. I have never been able to successfully do it with a PC-based utility. Put it on your SD card, open GodMode9, navigate to the .cia, then choose "Decrypt In-Place."
